Use of force reports, <1980>-[ongoing].

Pursuant to MGLA c 124, s 1 (q), the commissioner of correction sets standards to maintain discipline in correctional institutions. Institutional suuperintendents are required by c 127, s 33 "to maintain order in the institutions under their supervision, suppress insurrection and prevent escapes." 103 CMR 505 provides guidelines for the use of force, which may be applied when necessary to prevent a felony, in self-defense, to prevent or control a disturbance, or to preserve instituional order or security, among others. Use of force reports were created to monitor forcible action required to restrain inmate behavior. They are submitted by the instituional director of security to the superintendent, who reviews and transmits them to the commissioner.
